About Us

UDT's original owner and founder, Mr. Jim Balsters had been involved with the Navy since his enlistment in 1944 as a Navy Submariner during World War II. After his career in the Navy, Mr. Balsters went to work for Spacecraft Engineering and Welding in Inglewood, California. As General Manager, he eventually became involved with the Naval Propulsion Laboratory in China Lake, California. In 1969, Mr. Balsters began manufacturing the first Seal Delivery Vehicle (SDV) MK-VII trainers and all of it's associated hardware (e.g., components for the propulsion, ballast, electrical, guidance, and control systems).

In 1972, Mr. Balsters founded his first business, Dupliforge Inc., and continued to manufacture components for spacecraft and aircraft in addition to his continued association with the Navy in building SDVs. During this period he continued updating and overhauling existing MK-VIIs to MK-VII trainers. In 1973, Mr. Balsters moved this business to Orange County, California and changed the name to Underwater Development and Technology Incorporated (UDT Inc.). He continued to design, develop, and maintain the growing fleet of SDVs as well as being instrumental in further development of the MK-VIIIs and MK-IX boats.

To better support the SDV program in 1980, Mr. Balsters relocated his family and business to Panama City, Florida, in close proximity to the Naval Costal Systems Station, home of the SDV program. Since 1980, UDT has expanded the business to include manufacturing, rebuilding, and repairing components for the Landing Craft Air Cushioned (LCAC) program as well as pressure fittings and components for clinical hyperbaric systems, diving vessels and chambers, explosive ordnance devices, aircraft, and watercraft components.
